So, we just recently witnessed the historic 15 point agreement between Nepal and China and just like any other day, news feed in social media and in news websites are bombarding with news like this:
While to most extent it is true that China has agreed to construct railway up to Kathmandu but it's not really the full truth at all. Take a look at the 15 point agreement again:

Exactly! There has been an agreement but as in exchanging ideas and proposals i.e. to look for possible ways through which there can be railway facility available in Nepal. For this, the Nepalese authority needs to do a lot of homework and come up with a strong proposal so as to facilitate in it's progress. So, in this regard, the deal isn't complete and we Nepalese shouldn't be so overhyped by dreaming that sooner we will get railway service in the country. WHY???
Yes, the agreement has set forward to open the doors for the progress to start but the biggest problem we lack is the continuation of policy and especially the ,"foreign policy" . Normally, in other nations, whichever government comes in, their foreign policy tends to remain same or with minimal changes. But, in our context, it's contradictory as it changes as per change in government.
SO,
we can assume that if KP-Oli's government get's dissolved, then the agreement might have/not have continuation at all! So, friends, deal isn't done yet! How much progress can be made, we have to see it in upcoming days. But for now, best thing would be to hope that existing government gets continuation and make progress if we really want to see some serious development!
